Billy was born on-screen in July 1993 and grew up naturally until 1999, when the producers decided to revise the birth date to 1983. was written out. The character was absent from the show from August to December, even though he was supposed to return much sooner, but apparently the casting department had trouble finding a suitable replacement for the original actor. In 2000, Tom won a Daytime Emmy Award for playing Billy.

On Valentine's Day, Billy and Lily went to the Abbott cabin. A pregnant Chloe followed them and walked in on Billy telling Lily the truth about the paternity of Chloe's baby. Chloe's water broke, and she was forced to give birth to her baby in the cabin with the help of Billy and Lily. She gave birth to a baby girl named Delia. Chloe then went to the hospital, where Billy watched as Cane acted as the baby's father. Billy got drunk and has sex with Jack's soon-to-be ex-wife, Sharon Newman Abbott. The following morning, Cane learned the truth about the paternity of Chloe's daughter, and he decided to fight for her. Lily dumped Billy after he confessed to fathering Chloe's baby. After the truth came out, Cane refused to allow Billy to be a father, but Billy consulted a lawyer about his paternal options. After he brought a toy to Delia, Cane punched Billy, but Billy intended to marry Chloe and get his paternal rights.

On April 2, 2009, as soon as Billy and Chloe were pronounced husband and wife, Mackenzie walked into the Chancellor Mansion, marking her return to Genoa City. Billy was shocked, as he had just married Chloe, and in another part of the house, Katherine and Jill found out that they were not mother and daughter, meaning that Billy and Mac were not related after all. Billy started flirting with Mac, which did not make Chloe very happy. Later, Billy admitted to Chloe that he slept with Sharon and possibly fathered her child, much to Chloe and Jack's disgust. Chloe left Billy after he confessed to her, and she moved back in with the Chancellors. After admitting her feelings for him, Billy and Mac began dating again. They didn't tell anyone that they were back together. Chloe tried to set Mac up with Chance Chancellor

Hurt, Chloe agreed to divorce Billy, only if he took custody of Delia, but Billy said that Delia belonged with her mother. Billy became very angry at his mother for welcoming Cane into the family after he deceived everyone by pretending to be her son, Phillip Chancellor III. Billy confronted Jill about making a secret deal with Victor Newman

, sworn enemies, slowly crept together. They continuously bonded over somewhat similar family strife. When Victoria and Billy were both in the courthouse for business purposes, Billy kissed her. Victoria consequently slapped him and ran out of the courthouse. After the paternity of Faith Newman was revealed, Billy admitted his feelings for Victoria, and they kissed again. Victoria claimed the kiss should have never happened. Billy agreed, and then they both departed. The next day, Victoria showed up at Billy's trailer; they admitted to having strong feelings for each other, and then they went inside and had sex.

Meanwhile, Victoria's brother, Adam Newman was thought to be dead. At the time of his death, Victoria and Billy were in bed together, but Victoria refused to let anyone know of her relationship with Billy. Without an alibi, Victoria got arrested for the murder. While she was on the verge of being denied bail, Billy attempted to save her, citing that they were together the night of the supposed murder. Infuriated, Victoria told him to shut Victoria's charges were dropped as the DA set his sights on two more likely suspects: her brother, Nicholas, and her father, Victor.

, attempting to rally support against the District Attorney in the form of a lawsuit. Later, Vicki apologized for the argument that they had while she was in lockup. She admitted that she enjoyed spending time with Billy. Victoria stopped Billy from kissing her, saying not to do it in public, despite the cat being out of the bag. He asks if she was playing hard to get, and she responded that she was.

Billy convinced Victoria to hop on a plane to Jamaica with him. They crashed a wedding party and start drinking. While intoxicated, a Jamaican priest married them, and they were declared husband and wife. They were greeted at the airport on their return home by Victor and Jack, who did not realize that the two were married. Victor and Jack were horrified to find them together. Thanks to Billy's niece and Victoria's half-sister, Abby Newman, everyone found out about the marriage and were furious with both Billy and Victoria. By July, Billy and Victoria, unaffected by the negative attention surrounding their relationship, finally made their relationship official.

In August 2010, Victoria broke up with Billy, who told Jack and Ashley that he blamed Victoria's father for the break-up. Billy and Victoria reconciled after Adam Newman's trial, and they got back together. They got matching tattoos and, thanks to Billy's ex-stepmother, Gloria Bardwell

, bought a house together, which they hoped to share with Reed and Delia. They got engaged, and Victoria found out that she was pregnant, which overjoyed Billy and shocked her parents. Billy and Victoria got married on September 8, 2010, despite Victor's attempts to stop the wedding by having Victoria arrested for bribing a foreign official. Billy and Victoria were pronounced husband and wife just before the police came and arrested Victoria, taking her away to jail. Victor later took the blame for what he blamed his daughter for, and she was released from jail and reunited with her husband. Victoria suffered a miscarriage on September 27, 2010 due to abdominal pains caused by an argument with Victor. Enraged, Billy told Victor to stay away from Victoria and his family.

On January 3, 2011, Victoria told Billy that, according to her doctor, she may not be able to have any more children. Billy was heartbroken over the news and also angry with Victoria for not letting him go with her for support. After briefly arguing, Billy then became concerned with Victoria's grief over not being able to have any more children. Thus, he got in contact with the black market to adopt a baby without having to wait. Daisy Carter, who recently gave birth, left her newborn daughter at a church. A couple found the baby girl and gave her to Primrose Deville, who showed her new treasure to her customer, Billy. Billy paid $2 million for the price of happiness, and on January 14, 2011, Primrose gave him the baby girl. Victoria was shocked and surprised to see the baby when Billy came home with her. Billy ensured Victoria that the baby was really theirs, and all of the paperwork was valid. Victoria then welcomed the baby into her arms. They decided to name their new baby Lucy because it seemed as though the baby was going to have red hair, like Lucille Ball, and her trademark character from the 1950s/1960s, I Love Lucy; and the fact that they love her.

Suddenly, the police and Child Services came into the house and demanded information about the adoption of Lucy. Chloe filed a custody lawsuit against Billy for Delia and mentioned how Lucy was illegally adopted. The police and Child Services grabbed Lucy away from a sobbing Victoria. Although Billy was terribly sorry for what happened, Victoria ended up kicking him out for the night. Lucy passed into Daniel's custody, but knowing he was not ready to be a father and that Billy and Victoria would provide for her, Daniel signed away his parental rights to them, along with Daisy's. Her rights were terminated because she abandoned Lucy right after birth. However, Phyllis hated the fact that Daniel gave up his daughter, and she claimed Billy and Victoria were not 'fit parents'.

Thus, Phyllis brought Daisy back to Genoa City and made a court date to get Daisy's rights back. On June 17, 2011, after showing the court and the judge how much Daisy had 'changed', the judge overruled the adoption, and Lucy was given to Phyllis, while Daisy went back to jail. Billy and Victoria went home without Lucy, and Billy decided to leave Victoria on his own accord after seeing how upset she was with him. Billy wanted to fight for Lucy, but Victoria said that no one would give Lucy back to them now that everyone knew that Billy bought their daughter off the black market. Billy started drinking and gambling again, even though Jack was supposed to be keeping an eye on him. He was drinking in Jimmy's Bar, when a blonde girl tried to seduce him. She gave him a ride back to his trailer, and she started to strip for him, but Billy pushed her away and told her that he was married, just as Victoria walked in on the two of them. The girl tried to tell Victoria that she tried to seduce Billy, but Victoria was still extremely upset at him. Billy told her that the only thing that he wanted was to go back home with her.

Then, Billy was faced with another custody hearing, this time against Chloe over their daughter, Delia. The hearing was not going in his favor until Victoria came unexpectedly to testify on his behalf. The judge was greatly impressed with her plea for Billy when she told the court that he was an excellent father. That night, Billy went to another bar where another attractive woman tried to make the moves on him. She told him that since he was wealthy enough to throw his money away on drinks, he surely could afford a night with her. Uninterested, Billy threw a hundred dollar bill at her for a ride home, after she asked him if he could give her one. As he was leaving the bar, Billy was arrested for soliciting a prostitute.  framed him. He was thrown in jail and was late for the ruling in the custody hearing, and he consequently lost custody of Delia. After hearing the decision, Billy ran home to Victoria, where they have a painful embrace and subsequent conversation. Victoria said that she wanted to reconcile with him, but he needed to show her that he cared.

Heartbroken that he lost both of his daughters and his wife, Billy went to Jimmy's Bar where he saw the new bartender, Cane, who tried to help set Billy straight. Cane told Billy that he knows from experience what it is like to lose your children and your wife, and he did not wish the same fate upon Billy. After arguing, Cane gave in and told Billy to just give up, and he began to pour him shots of tequila, leading the audience to believe that Billy got drunk. At Jabot's launch party, Jack received news that Billy was in a car accident. After Jack, Ashley and his mother, Jill, saw that Billy was badly bruised, yet alive in the hospital, Victoria visited him at his bedside. The doctors confirmed that Billy was not drinking at the time of the accident, revealing that he never drank the shots that Cane poured him. While Victoria believed he was sedated from medication, she talked to Billy about how she missed her old life with him, when they used to have fun and laugh with each other and their children. She didn't laugh anymore and they did not have their children, and she could not handle all of Billy's mistakes on her own. She kissed him on the forehead and left, and after the door closed behind her, Billy opened his eyes, revealing that he heard every word that she said.

Billy tried to leave the hospital and call a cab, telling the nurse that it was his birthday. Jack and Ashley arrived to take him home instead. They went to Ashley and Tucker McCall's house for a small party with the four of them. Ashley ran into Victoria, who gave her a card to give to Billy because she didn't want him to think that she forgot his birthday. When Ashley gave Billy the card, he hoped that Victoria would come to the party, but she never showed. Ashley and Jack gave Billy their father's ring as a gift, saying that it always made them feel as though their father was superman. Ashley told Billy he was a great dad, and he was just like their father. Billy left the party and walked over to Victoria's house, but he decided not to knock on the door after he peeked in the window and saw her playing happily with Reed. While walking through the park, Delia ran up to Billy; he wasn't aware that she was in the park with one of her friends when she found him. When Victoria and Abby showed up at the end of his encounter with Chloe, Billy told Victoria to stay out of his problems because all he wanted to do was have a drink and check his bets. Victoria could understand why Billy changed so drastically, but he told her that he was always like this, but she didn't like him like she did before.

Billy continued to troll around town from bar to bar, drinking his problems away. He went to the Athletic Club for a drink, where most of the Newman family was, discussing the disappearance of Nikki Newman due to Diane Jenkins

' schemes. Billy sat down at the bar while talking on his cell phone, unknowingly sitting next to Victor Newman. When he realized who was next to him, Victor began to yell at Billy and told him to stay away from his daughter. Billy retorted that ever since Victoria started getting closer to Victor, she went back to being uptight and unhappy like her old self.  had to restrain Victor back from, in turn, fighting Billy. The police arrived on the seen and arrested Billy, and he was thrown in jail. His bail was not posted until the next day. When he was able to leave, he assumed that Jack bailed him out, but he was surprised to find Victoria there. She gave him a ride to the Athletic Club and asked him if he would stay with her so they could talk, but Billy wanted nothing to do with her and told her to leave him alone.

Billy went back home to collect the rest of his belongings, and Victoria found him there. She told him that they were worse apart than they are together, and Victoria leaned in to kiss Billy, who said that what they were doing were wrong. Still, he gave in to her, and on August 4, 2011, they made love. Afterwards, Victoria went to get herself and Billy some coffee from the kitchen, and when she came back Billy was gone. Later, she got a phone call from Billy's cell phone, but the person on the other line worked at an airport in Hong Kong, where Billy left his phone. Billy made it a point to e-mail Jack and Ashely to let them know where he was, but he neglected to inform Victoria, who was left beside herself. When Chloe found out where Billy went, she further backed up her decision to take full custody of Delia because Billy was an unfit parent. Victoria and Abby both blamed Chloe for running him out of town, while Chloe blamed Victoria for breaking his heart. Billy sent Delia a jade bracelet from Hong Kong; Chloe was unsure of how to give it to her. In the end, she told Delia that her daddy went away on business for a while, and he loved her very much. Then, she let her have the bracelet.

Delia's Cancer Diagnosis and Billy's Return to Genoa City

 after a prolonged illness sent her to the hospital. Victoria started to track Billy down at all costs because Delia needed a bone marrow transplant. On September 8, 2011, which marked Billy and Victoria's one year wedding anniversary, Billy was seen for the first time since his disappearance, waking up on a dirt floor in a cave-like cell. Victor Newman then walked into the cave where Billy was located, telling him that he was there to get him out on one condition: he could never go near Victoria again. Reluctant to give in, Billy told Victor that he would get out of the jail cell one day, without Victor's help. Victor then proceeded to tell Billy about Delia's condition, which left him with an ultimatum.

Billy chose to come back to Genoa City to help his daughter. In his next time on-screen, Billy was seen back in town, entering his old trailer, with Victor by his side. Billy wanted to be tested to see if he was a match for Delia as soon as possible, but no one could know that Billy was back in Genoa City. Therefore, Victor called Kevin Fisher

Even though Kevin was already tested and found not to be a match, Victor told him to lie if Billy was indeed found to be a match. When Billy was left alone in his trailer after being tested, he snuck out to the hospital to see Delia with Kevin's help. When the test results came in, Billy was found to be a match for Delia. Victor then ordered Kevin to tell Chloe that he was the match.

, over to Billy's trailer to deal with all of the paperwork involved with the transplant. Disgusted with his situation, Kevin brought Billy his laptop so he could make use of his time during lock down, and he received several concerns e-mails from Victoria while he was online. Billy didn't have the courage or the power to reply to her. Still, he couldn't keep his mind off Victoria, writing an e-mail to her saying: "I love you, Vick. I want you back." Victor, after seeing Billy's unsent love letter, preceded to tell him that Victoria did not need him - she moved on with another man. Fed up, Billy left the trailer shortly after Victor departed, and he went to his house. Just as he was about to knock on the door, he saw Victoria being carried up the stairs by Sam Gibson, Sharon Newman's friend from New Mexico. He wasn't aware that Victoria had sprained her ankle when she dismounted a horse, and Sam was just helping her up the stairs because she physically couldn't do it herself. Upset, Billy returned back to the trailer.

On a separate occasion, Billy went back to his house while Victoria wasn't home. When he heard her at the door, he hid in the closet; he stayed hidden until he was forced to escape to avoid getting caught, but not before he witnessed what he thought was Sam and Victoria engaging in a flirtatious banter. , appeared to him and told him that he had to stop torturing himself over Victoria. Just then, Victoria sent Billy an e-mail, telling him that she was not over him, and she was and always has loved him. Instead of opening the e-mail, Billy took his father's advice and deleted the e-mail.

Distraught, Billy ordered Kevin to go to the hospital and come back with news as soon as he could, being that Katherine was the only grandmother, albeit not biological, he has ever known. Billy decided to take matters into his own hands by dressing up in a hospital uniform and posing as a doctor with a surgical mask over his face in order to sneak into Katherine's room.  saw him, and he followed him back to the trailer. On October 5, 2011, Billy was forced to let Cane inside and reveal his secret return to him. He told him that something happened with a girl in Hong Kong that got out of hand, and Victor had to come and get him. Billy threatened Cane and told him that he wouldn't tell anyone about his return as long as he cared about Delia's health, and Cane agreed to keep his secret.

The day came for Delia to receive her bone marrow transplant, and Billy was at the hospital for the surgery in a hidden room, while Kevin was also in the hospital with Chloe fawning over him before his "impending surgery". The surgery was deemed a success, and Victor wanted Billy to soon leave Genoa City. After hearing rumors about Victoria filing for divorce, Billy's hopes were dashed at a reconciliation with his wife. On Halloween 2011, Victoria decided to throw her and Billy's annual Halloween Bash without him, and she got drunk at the party, and her brother, Nicholas Newman

Meanwhile, Billy was dressed up as Santa Claus, and after visiting Delia at the hospital in his disguise, he showed up at the Halloween Party just in time to see Victoria leaving with Nick. When Nick dropped Victoria off at her house, Billy walked inside, still dressed as Santa, and he helped Victoria onto the couch, where he then proceeded to kiss her. Victoria asked if it was Billy who kissed her, but he remained silent. After Victoria passed out on the couch, Billy found her signed divorce papers on the coffee table.

Reunion with Victoria

Although Victor told Billy to leave the country after Delia's transplant, he took up a new residence in an apartment in Genoa City without Victor's knowledge. Meanwhile, Cane agreed to help Billy by going to Myanmar and locating the girl, Chelsea, that was involved in his criminal activity there. On November 11, 2011, Kevin and Billy both found out that Delia was cancer-free after her transplant. While being watched by Victor's guard, Tank, Billy plead his case, and the guard allowed him to sneak into the hospital to see Delia one last time. Meanwhile, Victor received word that Victoria and Billy's mother, Jill, were in Myanmar looking for Billy. Instead of letting Billy hear this, he told him that Victoria was in New Mexico visiting Sam Gibson. Victor then decided to send Billy away to New Delhi, India with a connecting flight in New York City.

While in New York City, Tank decided to let Billy go on his own, leading Billy to believe that they were defying Victor. In reality, Victor gave Tank the orders to let Billy free when they reached New York, but Victor did not want Billy to know what he did. Meanwhile, Jill, Cane and Victoria were also in New York to catch their connecting flight back to Genoa City. With only two seats left on the first flight, Victoria offered to stay behind so that Jill and Cane could see Delia, who was just released from the hospital. Victoria then went to the airport bar while she waited for her flight, and it just so happened that Billy was in the same bar. Soon enough, Victoria recognized Billy sitting at the bar, and the two reunited on November 18, 2011.

Victoria switched back and forth between states of euphoria and anger as she tried to express her emotions to Billy. In the end, she decided that she was angry with him for staying away and thinking that he was doing everyone a favor by doing so. Unluckily for her, Billy and Victoria's flight got delayed due to a storm, and the pair's hotel rooms were adjacent to one another with a connecting door in between. After much internal frustration by both sides, Billy and Victoria opened the connecting doors at the same time and ran to each other in a passionate embrace. Victoria was still angry at Billy for what he put her and his family through, but she couldn't bring herself to stay angry with him. The two returned to Genoa City together once the storm cleared.
