This is a list of community council areas
established in each of the council areas of Scotland
.
Scottish community councils date from 1976, when they were established by district council
and islands council
schemes created under the Local Government (Scotland) Act 1973
. The same act had established a two-tier system of local government in Scotland consisting of regional and district councils, except for the islands councils, which were created as unitary local authorities. The Local Government etc (Scotland) Act 1994 abolished regional and district councils and transferred responsibility for community council schemes to new unitary councils created by the same act.
Aberdeenshire
From 1 April 2001 there are 72 community council areas in Aberdeenshire. Community councils exist in all but one. Each of the areas
under the council's decentralisation scheme is divided into community council areas as follows:

Angus
Angus is divided into 26 community council areas. A council has been established in each area.
Argyll and Bute
Argyll and Bute is divided into 60 community council areas. All but 3 have operative community councils. The area council is reviewing the scheme of community councils as of January 2007. The communities are listed by the areas under the council's decentralisation scheme.
Clackmannanshire
Clackmannanshire is divided into 12 community council areas. As of October 2006 nine of the areas have councils.
Dumfries and Galloway
In October 2005 Dumfries and Galloway Council adopted a new scheme that established 103 community councils in place of the 90 previously in existence.
Dundee
Dundee's Scheme For The Operation of Community Councils makes provision for the establishment of 19 community councils. five are in operation:

East Ayrshire
East Dunbartonshire
East Dunbartonshire is divided into 13 community council areas, each with an established council.
East Lothian
East Lothian is divided into 20 community council areas, each with a community council.
East Renfrewshire
East Renfrewshire is divided into 10 community council areas, each with a council.
Falkirk
There are 19 active community councils in the Falkirk council area.
Fife
Fife is divided into 104 community council areas. 89 communities have councils.
The review includes three periods of public consultation and is to take more than a year to complete
At present, the local authority area should be covered by eight separate community council schemes, with each scheme covering the area of a former district of the Highland region
Scheme details published on the local authority's website, however, do not correspond with details of current arrangements published elsewhere on the same website, including an A-Z list linked to the current review
The total number of community areas in the schemes is 145, while the number in the A-Z list is 157, and there seems to be no good explanation for this difference
There are also differences which can be explained by legitimate name changes
It seems that the local authority is using new boundaries without having properly amended schemes, and has neglected to amend one scheme, for the area of the former district of Sutherland and dating from 1976, to take account of the transfer of part of the district of Caithness to the district of Sutherland
Therefore schemes now fail to cover the whole of the local authority area
Given that current arrangements to not correspond with scheme details, there must be some doubt as to whether bodies which the Highland Council represents as community councils are such within the meaning of the Local Government (Scotland) Act 1973
and the Local Government etc (Scotland) Act 1994
There is also a Highland Council concordat with community councils, dated November 2001
This gives the total number of community areas as 152
Also, although its terms depend on references to a decentralised Highland Council management structure which was abolihed in 2007, the concordat seems represented as having current validity
Inverclyde
There are 12 community council areas in Inverclyde: councils have been established for 10 of them. The communities are aligned with one or more of the area council's 20 wards. Their boundaries are likely to be altered in 2007.
Midlothian
Midlothian is divided into 16 community council areas.
Moray
Moray is divided into 20 community council areas. 15 areas have councils.
North Ayrshire
North Ayrshire is divided into 17 community council areas. , 14 had community councils.
North Lanarkshire
North Lanarkshire is divided into 80 community council areas.
Perth and Kinross
As of November 2006, there are 48 community councils in Perth and Kinross.
Renfrewshire
There are 27 community council areas in Renfrewshire, 22 of them have established councils.
Scottish Borders
There are 66 active community councils in the Scottish Borders:
South Ayrshire
South Ayrshire is divided into 29 community council areas. , community councils operate in 25 of them.
South Lanarkshire
South Lanarkshire has 58 community council areas. As of January 2007 councils are established for 34 of them.
West Dunbartonshire
West Dunbartonshire's Establishment Scheme allows for 17 community councils. As of May 2007, 10 community councils were active.
West Lothian

The Highland Council launched a review of community council arrangements on 21 September 2009, and this is intended to result in a new scheme covering the whole of the local authority areaThe review includes three periods of public consultation and is to take more than a year to complete
At present, the local authority area should be covered by eight separate community council schemes, with each scheme covering the area of a former district of the Highland region
Scheme details published on the local authority's website, however, do not correspond with details of current arrangements published elsewhere on the same website, including an A-Z list linked to the current review
The total number of community areas in the schemes is 145, while the number in the A-Z list is 157, and there seems to be no good explanation for this difference
There are also differences which can be explained by legitimate name changes
It seems that the local authority is using new boundaries without having properly amended schemes, and has neglected to amend one scheme, for the area of the former district of Sutherland and dating from 1976, to take account of the transfer of part of the district of Caithness to the district of Sutherland
Therefore schemes now fail to cover the whole of the local authority area
Given that current arrangements to not correspond with scheme details, there must be some doubt as to whether bodies which the Highland Council represents as community councils are such within the meaning of the Local Government (Scotland) Act 1973
