The 1999 OGAE Second Chance Contest was the 13th OGAE Second Chance Contest, organised between members of the international Eurovision Song Contest fan club OGAE to select the best song not to make it to the Eurovision Song Contest through each country's national finals. The contest was held in Emmen in the Netherlands

Seventeen countries were originally to take part in the contest. However Malta
