It was founded in 2007 by Lodi GrapeSox owner Stevie Mac. The league commissioner is Phil Swimley, office manager is Angela Tatem and the marketing director is Bruce Gallaudet.

The SBL absorbed teams from the bygone competitors: the Pacific Baseball League, Sacramento Rural League (1946-2010), the Southern California Baseball League and the Cascade Baseball League whom had fielded teams in Washington.
