The key people are Jagi Mangat Panda and her husband and BJD MP Baijayant Panda. Initially four journalism students from IIMC Dhenkanal were selected from the campus by to Panda couple to start OTV. They are jajati karan, Sarada Lahangir, Sriparna Nayak and Sonali Rath. Jajati Karan who was appointed as a trainee reporter and after five years he went on to head the news division of the channel. He is now the chief of bureau of national English news channel CNN-IBN. Now OTV has over 300 staff and the company is worth more than Rs 200 crore. Great vision by the Panda couple to initiate cable and TV network revolution in Orissa.
