Despite his slightly odd appearance and catchphrase, Mr. Mackey seems to be an able counselor who actually cares about the children, much unlike Mr. Garrison. He sometimes appears with Principal Victoria when punishing a student or announcing an important message. His methods as a counselor reflect real-life controversy in education, for example, when Kyle talks about seeing Mr. Hankey the Christmas Poo, he places Kyle on a heavy dose prescription of Prozac. In an early episode, the children feign having Attention Deficit Disorder, and he prescribes them all Ritalin.

It is also revealed that his large head is caused by the tightness of his tie around his neck, although his parents have the same trait (this has also been an inconsistency in the series). Mr. Garrison has been the children's teacher throughout most of the series. In the beginning, Mr. Garrison was in denial of his homosexuality to the point of homophobia, and was always seen with either of his hand puppets that he claimed were gay. Later he went missing, hiding on a mountain, living in isolation. He eventually "came out of the closet" and returned with the intention to teach again. He was denied the job (in the episode entitled "4th Grade") by Principal Victoria, who said, "Oh, we don't hire gay people." He was eventually allowed back as the Kindergarten teacher. Then a change in laws allowed Mr. Garrison to be promoted to teach the 4th grade, receiving his old 3rd grade students who have now advanced a grade.

While trying to escape the newly released Trent, Cartman fires a taser gun, which accidentally powers Ms. Calridge's wheelchair, sending her crashing into a propane shop, exploding and setting her alight once again. The police arrive and ask if Trent started the fire. She replies "no" with two beeps but the police mistake it for "yes yes" and arrest Trent.
