Upon Dr. Perez's assumption of the university presidency, he reformed the way the university is run. He embarked on infrastructure programs, financed through internally-generated income. He made available development courses free to all students who wish to pursue them. And as the majority of the university's students come from the marginalized sector of the province, Perez made funds available for them through the CSU Kaagapay Scholarship Program, a form of Student Grant-in-Aid.

The CSU System is governed by the CSU Board of Regents (BOR), which is the highest policy-making body of the University.

The university has three Vice-Presidents, each heading a component of the university's key concerns. The Vice-President for Academic Affairs is Fr. Ranhilio Aquino who holds a PhD in Philosophy and the degree Doctor of Juridical Science (JSD). Dr. Manny Tan who has been through St. Paul University, Florencio Vargas College, University of Saint Louis Tuguegarao and finally Maila Rosario College, is the Vice-President for Research and Extension, areas in which he has distinguished himself. Dr. Eleuterio de Leon who served a full term as OIC of the university after the turbulent years of the Cortez Administration, is the Vice-President for Administrative Affairs. President Roger Perez's term ends in March, and he has announced his support for an outsider as his successor to avoid what he perceives to be political interference by Cagayano national officials in the selection of the next university president. It is the Board of Regents that votes for the next President.

Each campus is headed, for purposes of administration, by a Campus Executive Officer, but the ultimate authority is the University President. The administrative chart of the university shows the Vice-Presidents enjoying line functions over the offices within their areas of concern.

The College of Medicine has distinguished itself by its performance in the licensure examinations, besting even Manila-based medical schools. The College of Law ranks a high 35 among the over 120 law schools in the country and has always have Bar Examination passers. The Colleges of Allied Health Sciences, Education, Engineering and Agriculture have contributed national topnotchers, and the College of Criminal Justice Administration has posted a creditable percentage of passers in the licensure examinations.

A growing number of students find in CSU low-cost, quality education. While the thrust has been on providing the university with much-needed infrastructure, the university has also turned with determination towards quality improvement and control and has submitted itself to the voluntary accreditation proces with the Philippine Association of Colleges of University - Commission on Accreditation.

Links include tie-ups with the Manila Business College as a situs for the delivery of some of the educational programs of the university, as well as with San Beda College for the Doctor of Public and Legal Administration program.

Students

A key institution in the university is the strong Mass Communication program of the university that is responsible for the production of radio and television programs giving public viewership to the university's activities, furnishing the public regularly with information on the university and is the source of the information in this article. Inspired by Dr. Roger Matalang, the Mass Communication program has been one of the most distinguished programs of the university.

The university currently has an enormous population of 32,000 in its eight campuses. One distinctive feature of the university is the innovative scheme introduced by Dr. Perez: rationalized fees. Under this scheme, students pay no tuition fees. They pay however fiduciary fees that range from two thousand to three thousand pesos per semester, allocated for specific purposes such as library, laboratory facilities, infrastructure development, etc. The university also boasts of WiFi access to all its students and professors as well as an e-Library to which all students and professors whether in or out of campus can gain access.

It has speech laboratories in the Andrews, Carig and Aparri campuses. Although it is still completing its engineering laboratories, acquisitions in this area have already been considerable.

Culture, sports and traditions

The Cagayan State University Chorale Ensemble, under the direction of the Vice-President for Academic Affairs, Fr. Aquino, has gone places including Malaysia, Macau, Busan City in South Korea and Rome. It has also performed in concerts throughout the country and has performed with the University of Santo Tomas Symphony Orchestra.

The Athena Dance Troupe and the Athena Rondalla, under the direction of Dr. Chita Ramos, have gained popularity and are frequently invited for performances. They feature indigenous Filipino and regional dances as well as music produced by local instruments.

The Tanghalang CSU is directed by Dr. Shamon Abraham, University Director of Culture and the Arts, at one time member of the Filipinescas. He was formerly cultural director at the University of Saint Louis Tuguegarao.
