During the latter Congress he was chairman of the Committee on Expenditures in the Department of the Interior. He was an unsuccessful candidate for reelection in 1880 to the Forty-seventh Congress, and was then elected to the Forty-eighth and Forty-ninth Congresses, holding office from March 4, 1883 to March 3, 1887; in both Congresses he was chairman of the Committee on Militia.

Muller was not a candidate for renomination in 1886 and was appointed president of the city police board
