He formed a close friendship with Cardinal Roncalli (Later Pope John XXIII) when the Cardinal was Patriarch of Venice. However, he claims to have never called himself Roncalli's friend, but rather saw the older Italian as his bishop, his father, his patriarch.

He remained at Roncalli's side after his election to the Papacy and would continue to do so until the Pope's death. Loris was appointed bishop to the Archdiocese of Chieti-Vasto
