After Hester died, Bulloch married Martha Stewart Elliott, the second wife and widow of Senator John Elliott. James and Martha had four children: Anna Bulloch; Martha Bulloch Roosevelt; Charles Irvine Bulloch, who died at age three; and Irvine Stephens Bulloch. Irvine was born in Cobb County after they moved from Savannah.

Bulloch moved his family in 1839 to north Georgia to partner with Roswell King
