Harbin Metro is a metro
system under construction since 2003, to serve the city of Harbin

. The first line began construction in 2003. Part of the route follows the original “7381” civil air-defense project, otherwise known as the air defense evacuation tunnel

. This tunnel consists of 10.1 km. Report says that the 14.6 km line could be opened as early as 2005, however this deadline has since passed. In 2006, an official "Initiation Ceremony of Harbin Metro Trial Project" was held, signifying the actual implementation

In March 2010 the project was restarted, but there is no target date for completion.
