Career History

Before becoming a man in Congress he was a Trade unionist of the Federation of Free Workers and Ateneo Workers College from 1976 to 1979. He was a Research director of Ateneo Center for Social Policy and Public Affairs, an agrarian reform Secretary of the Department of Agrarian Reform in 1990, and a lecturer in the Graduate School of Business at Ateneo de Manila University. Because of his loyalty and dedication, he became the Liberal Party's President.

Rep. Florencio “Butch” B. Abad was known for his competence, credibility, and command of issues. He was elected Representative of Batanes during the 8th Congress of 1987 , served again in the 10th to 12th Congress from 1995 to 2004.

He was one of the advocates of the Comprehensive Agrarian Reform Program. He was appointed Secretary of Agrarian Reform during the Aquino Administration.

The removal of “culture” and “sports” from the old DECS - Department of Education, Culture and Sports - was his proposal, in line with the thinking that the Department’s focus should solely be on basic education. To streamline operations, he championed the institutionalization of three agencies for the different educational levels: DepEd for elementary and secondary education, the Commission on Higher Education (CHED) for tertiary education, and the Technology Education and Skills Development Agency (TESDA) for technical and vocational education.

In July 2004, President Gloria Macapagal-Arroyo appointed him to the Department of Education as Secretary and served until July 2005.
