proportional representation
in three electoral districts corresponding to each of the three Provinces of Aragon
. Seats were allocated on a Provincial basis using the D'Hondt method
of allocation. Only lists which polled at least 3% of the total votes in a particular province (including votes "en blanco" i.e. for "none of the above") were eligible for seats in that province. With a total number of 67 seats, Zaragoza
elected 35 members, Huesca
18 and Teruel

The elections saw an increase in both vote share and seats for the Spanish Socialist Workers' Party
(PSOE) which had ruled Aragon since the 1999 elections. In total the PSOE gained 3 seats. The People's Party
(PP) also managed to increase their vote share and gained a seat. For the first time, Chunta Aragonesista (ChA) lost ground, losing 5 of their 9 seats and falling behind the Aragonese Party
(PAR). The PAR regained third place and increased their vote share for the first time since the 1987 election, halting a long period of decline. United Left
(IU) held their single seat and increased their vote share for the first time since 1995.
The PSOE and PAR continued their coalition administration which had been formed after the 1999 elections and Marcelino Iglesias was re-elected President of Aragon by the new legislature.
Additionally 14,890 (2.2%) votes were cast “en blanco” i.e. for “none of the above.”
