The editorial mission noted that the journal was "particularly committed to publishing articles that view technology transfer (defined very broadly to include hardware, software, processes, and organizational change) as a complex social process, considering such issues as the perspectives of non-Western users, consumers, and original producers of transferred technology; the social and ethical implications of transfer activities; or studies of failures and successes alike."
