Early life, education, career

Crouch grew up on his parents' farm and graduated from Unadilla High School in 1963. He went on to attend Cornell University

 and graduated in 1965 with an A.A.S. degree in dairy science. He was the owner and operator of a 350 acres (1.4 km²), 180-head dairy farm from 1967 until 1989.

Political career

Crouch served as Town Councilman for the Town of Bainbridge

 from 1982 to 1986, and Town Supervisor from 1986 until his election to the Assembly in November 1995. While serving in the capacity of Supervisor, Cliff was Chairman of the Board of Supervisors in Chenango County, New York
