. According to the 2007 census, it has a population of 5,147 people in 930 households.
Villaviciosa is accessible by from Benguet Province by land transportation through the Abra-Ilocos Sur Road, the more frequently used route. From the nearby Province of Ilocos Sur, it is also accessible through the Candon via San Emilio to Luba-Tamac, Villaviciosa Road and the Sta. Maria-Burgos, Ilocos Sur via Pilar-Villaviciosa Road.

It is her strong belief that for a good leader to succeed, one must be willing to be immersed in a greater, more demanding role, to work to the best of one’s ability to ensure a better quality of life for one’s constituents and most importantly one must love to serve. This must be guided by participation and cooperative partnership, which must also involve intensive consultation, dialogues and representation.
Her father has done the much needed groundwork and laid down a strong foundation for a successor to continue. She became that successor. She aspired for this position not because of its grandeur but to show and prove her aim in providing her steadfast commitment and dedication to extending a helping hand to her fellows, which she know transcends every limitation.
It takes the construction of a footbridge to bring about change in the lives of the people in the community. Most of the time, the footbridge is literal. Other times, the footbridge symbolizes a small force, a simple push, an attitude that could bring about drastic change in the lives of the people. In the case of Villaviciosa, the footbridge came in the form of ex-Mayor Jose W. Lagen, Jr. who initiated and proved to the people that their active involvement in decision making can become a catalyst for change. These changes came in the different sectors of the local government unit.
The example set by her father of how a small, 6th class municipality can overcome the limitations and isolation brought about by poverty because of apathy, indifference, fatalistic attitude and wrong perceptions has also provided her a catalyst. The catalyst of giving something back to her town mates and the town which has nurtured her since she was born.
She not only promise to continue the work of progress initiated by her father but resolve to do even better by giving her total dedication to the people’s welfare.

The Municipality is geographically located in the southern portion of the Province of Abra. Politics
Triumph always inspires hope and joy, not forgetting to recognize Divine intervention and grace in every endeavor. The newly elected Mayor Marjorie L. Lagen was inspired by somebody’s triumph - the triumph of her father, Villaviciosa’s ex-Mayor, Jose W. Lagen, Jr. This triumph was the transformation of Villaviciosa from a 6th grade municipality, hostage to poverty, to a 5th class municipality. Goals
- To acquaint myself with the needs of the people, and to evaluate the assets of the municipality and its capability to satisfy these needs.
- Train local executives the Art and Science of Local Governance.
- To make myself available/accessible to all constituents, rich or poor.
- To establish a regular schedule pf meetings with all heads of offices so I can regularly receive reports and consult with them regarding matters the constituents.
- To continue the fight towards the elimination of poverty.
- Involvement of all sectors in the implementation of programmes, projects and activities.
- To instill in the people the spirit of “BAYANIHAN” (Oneness and Cooperation”).
Organization Management
- To maintain the Local Government Unit’s involvement with the DILG to continue the improvement of the staff and functions.
- Staff and personnel to be sent regularly to various training and seminar workshops for capability building.
- Maintenance of casual employees to address the increasing needs and services for manpower.
Health Services
- Implementation of sanitation programmes
- Purchase of Vitamins, Medicines and equipment/apparatus to meet effectively the demands of the community especially indigent patients.
- To acquire a utility van to bolster the mobility of health stakeholders and front runners.
- Allocate funds for Barangay Health Workers (incentive).
- Regularly organize/maintain medical/dental missions geared especially to constituents in far-off barangays i.e. Tamac
- Ambulance to facilitate transfer of patients in serious conditions to hospitals.
Social Services
- Training on family life and responsible parenting to be conducted regularly to strengthen family relations.
- Livelihood programmes geared/to empower unemployed mothers.
- Financial assistance for less fortunate constituents to cover hospital bills an in times of crisis.
- Curfews for children under 18 years old.
- Maintenance/construction of Day Care Centres for the benefit of Pre-School children.
- Construction of Municipal Library.
- Construction of Social Hall for children/youth (Youth Centre)
- Programmes geared towards children: Art Classes, crèche for single mothers/single parents during the day.
Peace and Order
- Workshops to strengthen/facilitate a sustained peace and order in the locality.
- Purchase units of handheld (2 way) radios to facilitate communication and exchange of information in the Barangays. It will also ensure a faster way of reporting any untoward incidents or eventualities in the far-flung areas/barangays.
