. Timothy D. Hugo, named as one of Washington Business Forward’s Top 40 rising stars was recently appointed the Executive Director of the Free File Alliance. In 2002, Tim Hugo was elected to the Virginia House of Delegates (with almost 70% of the vote) to represent his district in the fast-growing Centreville area of Northern Virginia. Currently, he serves the Virginia legislature as a member of the Privileges and Elections, Transportation, Commerce and Labor committee and Finance (Vice-Chair). In 2010 he took the place of outgoing Delegate Sam Nixon and became the Majority Caucus Chairman for the Republican Party.

Prior to joining the Free File Alliance, Tim served as the President of CapNet. He has also served as the Chief of Staff to Congressman Bud Shuster (R-PA), Chairman of the House Committee on Transportation and Infrastructure. Hugo worked closely with Chairman Shuster on groundbreaking national transportation legislation ("TEA-21").

He was the first legislative director to Congresswoman Jennifer Dunn (R-WA), with responsibilities for tax, welfare reform and other issues before the Committee on Ways and Means. As a congressional staffer, he has also worked for the Committee on House Administration and the Committee on Public Works and Transportation. During the Administration of President George H. W. Bush, he was the Special Assistant to the Assistant Secretary of Defense for Legislative Affairs

Commercial property tax cap

As a delegate, Hugo carried a bill that caps commercial property tax at 12.5 cents. Fairfax County previously had the ability to raise tax as much as 25 cents per $100.Delegate Hugo believes taxes are high enough to Virginia's businesses and that any increase could be detrimental to owners and employees.

Transportation

Hugo has fought to ensure that transportation revenue is dedicated solely for new transportation projects.

Safety

In response to numerous safety concerns regarding the massive loitering around a local library, Hugo passed legislation which gives the Fairfax County Board of Supervisors the authority to prohibit loitering at public libraries. With the passage of the bill, law enforcement will be able to prohibit people from loitering around library grounds.

Environmental policy

Hugo has sponsored legislation that allows hybrid vehicles to continue to use HOV lanes. He has also supported legislation to clean up the Occoquan Watershed and the Chesapeake Bay
