Plot

Spangler takes Will to Washington, D.C.

 to convince the CIA and the military of the importance of API remaining independent. Will slips out and meets alone with his friend Daniel Burns (Joseph Sikora) for information about the seven names Will gave him. Six of the names worked for the CIA, Daniel could not find anything about the seventh name. Of the six, one name piques Will's interest: Donald Bloom.

 leader named Kateb who is hiding in a safehouse in Indonesia. They weigh the advantages against civilian casualties of a missile strike and finally come to the conclusion that Kateb should be taken out.

Katherine receives a package from the police containing the bloody sweater and mobile phone of her late husband. She listens to the messages on the phone, one of them was from James Wheeler, "If you keep this up, you know what's going to happen." In the townhouse, she finds a menu from a Chinese restaurant. She goes there and bribes the owner for information about any delivery to the townhouse. It turns out that the delivery was paid with James Wheeler's credit card.

Will gives Donald Bloom's name to Miles and asks him to do a full trace. Miles tells him the next day that Bloom flew in to JFK
