He worked on the problem of external debt of low income developing countries as Research Associate at the Centre International Pour le Development in Paris. He has participated with distinction in national management courses for mid-career at the National Institute of Public Administration and for senior officials at the Pakistan Administrative Staff College in Lahore.

Diplomatic career

Kamal joined the Foreign Service in 1977. His first assignment was Desk Officer for India from 1978 to 1979. He was appointed Second Secretary in the Embassy of Pakistan, Paris from 1980-1983. Following his posting in Paris, he was appointed to the United Nations in 1983 where he handled economic, administrative and budgetary matters. He represented Pakistan in the Economic and Budgetary Committees during the United Nations General Assembly

 sessions from 1983 to 1984. He was appointed Consul at the Consulate General of Pakistan, in New York from 1984-1986. In 1986 he was appointed again to the United Nations until 1987.

From 1987 to 1988 he served as Director for Organization and Management in the Ministry of Foreign Affairs. He was engaged in organizational administration and management of the Foreign Office, particularly streamlining of foreign training programmes for young diplomats.

He was then designated as Political Director for India in the South Asia Division of the Ministry of Foreign Affairs from 1988 to 1991. In this position he was engaged in bilateral talks on political and security issues as well as negotiations on confidence building measures.

Following this assignment, Kamal was appointed senior aide on foreign and defence affairs at the Prime Minister's Office. He was additionally given the responsibility for management of the social sectors. He worked at the Prime Minister Secretariat from 1991 to 1994 and served in the administration of three Prime Ministers.

He was appointed Advisor to the Secretary General and Director of the Political Affairs Department at the Organization of Islamic Conference (OIC) in Jeddah, Saudi Arabia from 1995 to 1998. During this assignment, he served as Coordinator of OIC Assistance Mobilization Group for Bosnia and Herzegovina after the Dayton peace accord. He was actively involved in OIC’s peace and reconciliation efforts in coordination with the United Nations in Afghanistan, Somalia and Tajikistan.

From 1998 to 2000 Kamal served as Minister and Deputy Chief of Mission at the Embassy of Pakistan, Washington D.C, United States, where he actively worked with various agencies of the US Government, the Congress and think tanks. He participated in negotiations on political and security issues following the nuclear tests in South Asia in May 1998.

Mr. Kamal was appointed Ambassador to Sweden, Finland, Latvia, and Estonia in 2001 until 2005. He enlarged cooperation with Sweden and the Baltic countries in the political, economic, commercial, and academic fields.

In 2005 he took over the post of Additional Foreign Secretary in the Ministry of Foreign Affairs of Pakistan with responsibility for North and South Americas.

In 2007 Kamal was appointed as Ambassador to the Federal Republic of Germany where he is currently serving. He is actively promoting the up-gradation of relations in different fields between Pakistan and Germany.

He takes keen interest on climate change and its effects on sustainable development. As a member of the Pakistan delegation he has been participating in the negotiations held under the United Nations Framework Convention on Climate Change.

Ambassadorial career

He served as Ambassador to Sweden from 2001 to 2005. During this period he was accredited as Ambassador to Finland, Estonia and Latvia.

In October 2007, he was appointed as Pakistan's Ambassador to the Federal Republic of Germany.

He has been invited by academic institutions in the US and Europe to deliver lectures on issues relating to foreign policy and security issues, globalization and governance.

Kamal speaks fluent English, French, Urdu and has knowledge of German and Spanish.

On 3 May 2008, Kamal was promoted to Grade 22, which is the highest grade in the public service of Pakistan.

Well placed sources have Mr. Kamal becoming Pakistan's next Foreign Secretary. He will likely take charge in the middle of 2011.

Membership of Advisory Boards

Kamal is Honorary Advisor at the Higher Education Commission of Pakistan for international partnerships and exchanges with academic institutions in the United States and Europe. In this capacity he has been involved in promoting cooperative links with universities in the US, Sweden, Finland and Germany.

He is Honorary Advisor for International Cooperation to the Global Change Impact Studies Centre in Islamabad, Pakistan which was established in 2002 to assist in strategic policy planning policy makers in consonance with the changing global environment in areas such as climate, food, water, energy and agriculture. He has taken active interest in establishing linkages with international climate change research centres.

He is a member of the Advisory Group at the Centre for Advanced Studies in Telecommunications at COMSATS Institute of Information Technology

. Kamal initiated and spearheaded the establishment of the Centre for Telecommunications. This centre is the first of its kind in Pakistan to develop cooperation with leading international companies and to provide commercial research services in information technology and telecommunications.

Ambassador Kamal is Advisor to the Centre for Entrepreneurial Excellence in Karachi, Pakistan. He was closely associated with the concept of setting up a centre for entrepreneurship in Pakistan to encourage a new generation of young entrepreneurs to develop entrepreneurial skills and to set up small and medium size businesses. Earthquake 2005

A unique school in terms of its design, construction and amenities was built successfully in this area in less than one year after the earthquake. The school caters for 150 female students and has excellent facilities continually increasing demand for admissions from neighbouring villages.

Publications

Kamal is author of several articles. Of special repute is a paper on the challenges of governance published in 2000 by the National Institute of Public Administration in Lahore, Pakistan.
