. It was founded in January 1900 by, the mayor at the time, Charles A. Storke. The departments jurisdiction is a little over 40 sq mi (103.6 km²) and has a population of around 90,000.

History

Prior to 1899, a Town Marshall took care of the City of Santa Barbara crime problems for many years. On January 1, 1899, the first police force was formed when Mayor Charles A. Storke appointed Daniel W. Martin as the first Santa Barbara Police Chief. Some of the first men to serve on the police force were Jack Fullington, Charles Ruiz, Arthur Stevens, Floyd Stewart, Pat Wood and Joe Wiley. For transportation, they had one bicycle and a horse and buggy. Chief Martin had been the Town Marshall before he was appointed Police Chief. On February 8, 1902, he died in office at the age of 47 from pneumonia. Chief Martin left behind a wife and seven children ranging in ages from 15 to one being born five months after his death. Chief Martin was a prominent Santa Barbarian. His funeral was one of the most imposing affairs held in Santa Barbara in that decade with the church being filled to capacity during the service.
