Dr. Prabhakaran Paleri completed his bachelor's degree in Mechanical Engineering from NIT Calicut and obtained Master's Degree in Business Administration from the University of Madras in 1978.

He is a Fellow of Narotham Morarji Institute of Shipping, Mumbai.

He is also a graduate from the National Defense University

Paleri joined the Indian Navy

 in 1969 in the executive branch after graduation. He was associated with the establishment of the maritime force of the Indian Customs during its formation. Subsequently, he joined the Indian Coast Guard in 1981 on its formation where he held the assignments of Deputy-Director General; Regional Commander, Coast Guard Region (West); and Commander, Coast Guard District (Kerala & Lakshadweep) and (West Bengal), besides commanding the first advanced offshore patrol vessel ICGS Samar and the training ship ICGS Varuna. He is the first recipient of the Tatrakshak Medal. He was awarded the President's Tatrakshak Medal in 2003.
