PECI was originally created by the City of Portland
as a public agency, but as public policy
and the energy conservation field evolved, PECI was reorganized as a private, not-for-profit company. The company has added 180 employees since mid-2008, for a total of more than 330 employees – a large increase in staff during the global financial crisis. This is an example of clean energy initiatives creating new jobs and rebuilding local economies. In 2010, PECI was awarded an $18.8 million California Energy Commission
contract to run the "Energy-Smart Jobs" program in California. The program, which is funded by the American Recovery and Reinvestment Act
, aims to create more than 200 long-term jobs in California.
In 2010, PECI was ranked among "The 100 Best Green Companies" by Oregon Business, a monthly print magazine. PECI ranked 15th, up from 37th in 2009, beating out 490 other Oregon employers.
