Albanians of world and regional wars have accumulated enormous problems that affect the rights of their fellow citizens, located in Albania, political, but also in neighboring countries with. All these unsolved problems browsing with the optics of international documents of freedom and human rights are what today might be called a national issue. Inside this issue today, the Cham issue represents the biggest problem unresolved, and set out solutions to continually fight against time. 2011 general census
In early October 2011, the Albanian government announced that a census will be conducted throughout the country which will counter the exact size of ethnic minorities for the first time after 1989. However, after proposal of the PDIU, the Albanian government will fine 1,000$ every citizen that will declare an ethnicity other than what was written down on his or her birth certificate. This applies even if the certificate was written during the era of the pre-1989 where a great number of minority members was forced to renounce its minority status. The Balkan Chronicle website considers it to be an attempt to intimidate minorities into declaring Albanian ethnicity, as the Albanian government has furthermore additionally stated that it will jail anyone who does not participate in the census or refuse to declare his or her ethnicity.Because of these developments, organizations that represent five minority groups in Albania decided unanimously to boycott to upcoming census.
