OFTA declares a commitment to be a "transparent" regulator and operates under legislation entitled the Telecommunications Ordinance, last amended on 6 January 2007. In the fiscal year 2006-07, the Authority earned a pre-tax profit of HK$92.6 million on revenues of HK$320.9 million; 84 percent of the revenues came from licence fees assessed on the firms it regulates.
