Lifschitz ran for Mayor of Rosario and was elected in the provincial elections of 7 September 2003 for the period 2003–2007, by only 5,000 votes over the next candidate. At the time a survey showed that he was known by only 35% of Rosario's citizens. In 2006 he began acknowledging he could run for reelection. In March 2007, a survey showed that Lifschitz would win by a wide margin over any of the other major prospective candidates (52.9% of the total votes).
