 building, surrounded moat-like by roads on all four sides, is the work of Sir Edwin Lutyens. Built with the help of engineers Whinney, Son & Austen Hall between 1933 and 1935, it features carvings by the local sculptor John Ashton Floyd. The building is constructed of Portland stone
