. From 1988–2003 he worked with the Australian Services Union
before becoming chief of staff to the state Minister for Agriculture. In 2006 he became Chief of Staff to the Police Minister.
In 2007, he was preselected as the Labor candidate for the seat of Albert Park
in a by-election that was the result of Deputy Premier John Thwaites
's resignation. Foley was elected without difficulty.
In the 2010 State Election that saw Labor loose Office but Foley held the Seat of Albert Park. As has had been the case since 1996 the seat was determined by preferences. Foley holds the Seat by more than 2% in a Parliament that has 43 Seats for Labor and 45 Seat Liberal-National Coalition. He lives in Melbourne with his wife and two children.
