to Patrick James and Therese Mary Hamilton Marley. She attended Catholic
schools, graduating in 1985. She married Jeffrey Luckins in 1990, with whom she had two children. After leaving school she worked as a licensed real estate sub-agent, and was a contract teacher for Frankston
College of TAFE. She had joined the Liberal Party
in 1986, and was active in the Young Liberals
.
In 1996, Luckins was elected to the Victorian Legislative Council
for Waverley Province
. She held the seat until 2002, when she attempted to transfer to the Legislative Assembly
by contesting the seat of Narre Warren North
. She was defeated.
