- Low Density: Residential islands
- Medium and High Density: Residential areas.
- Resorts: Mainly hotels and resorts will be built.
- Commercial: Shopping, entertainment, restaurants, cafes
- Transportation: Hubs for transportation through boats to mainland Dubai.
