Legg made an unsuccessful bid for election to District 45 in 2002. He later gained experience as Rep. Heather Fiorentino's staff director and as a consultant for the Republican Party. In 2004, Legg was first elected to the Florida State House, defeating Democrat Dee Thomas (56% to 34%). His platform had included protection of gun ownership rights. He had supported affordable health care insurance and medications, and smaller class sizes with higher educational standards.

, Florida National Federation of Independent Business, Associated Builders and Contractors, and Associated Industries of Florida at greater than 95% in 2006. His 2006 bid for re-election was successful, and he became Deputy Majority Whip.

In 2007 and 2008, Associated Builders and Contractors's position, Associated Industries of Florida's, and the Florida Chamber of Commerce again rated him at 90 - 100%. The St. Petersburg Times endorsed his candidacy in 2008, citing his experience as an educator and his support for "consumers and senior citizens." His platform inclueded affordable homeowner's insurance and job creation. On November 4, 2008, he defeated Democrat Ron Rice and independent John Ubele with 58% of the vote.

Christian Coalition of Florida awarded him its Florida's Faithand Family Award. He is a member of Bayonet Point Regional Medical Center's board of directors. The Florida Health Care Association named him Legislator of the Year in 2005.
