Jessie Hoover was born on September 2, 1846, in Miami County, Ohio, to Eli Hoover (1820–1892) and Mary Davis Hoover (1820–1853)

, whom is named for Hulda's father Theodore Minthorn. In 1874, had another child, a boy who arrived August 10, 1874. They named him 'Herbert'. Jessie and Hulda, unlike many families, had enough money to still be able to support the family of four. Hulda and Jessie had one more child, Mary, named for Jessie's mother.

Hoover died on December 14, 1880, owing to heart problems relating to pneumonia. The future president was six years old at the time of his father's death.
