Jeffrey had been trying to figure out why William sent him a package before his death containing a sample of a tainted face cream called Glo’Again and a message stating "Even after I die, don't let her get away with it." After further investigation, Jeffrey discovered that William had been referring to Gloria, who had tampered with the initial batch of Glo’Again made at Jabot Cosmetics, which resulted in several people being burned and possibly one woman's death (which was ruled legally as inconclusive, since this may have also been caused by food poisoning).

Jeffrey threatened to turn Gloria in to the police if she did not marry him (so that he would receive the inheritance that William left Gloria and the money she would also inherit from her other late husband John Abbott

). Gloria reluctantly agreed and the two went to Las Vegas, Nevada

 and got married. He and Gloria lived in the Abbott mansion alongside Jack Abbott and his family, thanks to a court order for most of their married life. Jeffrey always seemed to enjoy playing cat-and-mouse games with Gloria, him always one step ahead of her attempting to sabotage his own sabotage of her. Gloria's well-intentioned antics set him back, but he enjoys the games they play.

Although his marriage to Gloria is real in name only, he is trying to convince her to have sexual intercourse with him to make the marriage fun, and he also wants to team up with her to achieve great things. However, what Jeffrey says and what Jeffrey does may very well be two different entities. One of the final straws in his marriage to Gloria was when Jeffrey teamed-up with Jack and Sharon to get Gloria to move out of the mansion (one of the reasons being his increasing desire to consummate their relationship). The trio hired a man named Alistair Wallingford who looked almost identical to John Abbott

 in an effort to scare her. But their plan backfired with Alistair found himself infatuated with "the fair Gloria" and confessed the whole thing. Not long afterwards, Jeffrey's Korean mistress, Kyon, also showed up at the Abbotts' door. After catching them together, Gloria stormed out.

The divorce

Surprisingly, especially for Gloria, Jeffrey and his former sister-in-law developed actual feelings for one another. That didn't stop Jeffrey from eventually asking for a divorce, though. Once that was over, Gloria was practically penniless, and forced to work at Crimson Lights Coffeehouse (after being fired from Jabot Cosmetics on top of everything else). Gloria decided to get back at Jeffrey and Jill one day when they came into the coffee house and Jeffrey condescendingly ordered two more coffees with the specification, "make sure it's hot this time." Not realizing that he had a serious allergy to hot sauce, Gloria poured some into their drinks. The resulting anaphylactic attack sent Jeffrey to Genoa City Memorial. Jeffrey's near-death experience rattled Glora deeply, especially the next day when Jill cruelly told her that Jeffrey had died as a result.

In truth, however, Jeffrey survived, and was taken to the Chancellor Estate to recuperate. While there he tore up a note that he had written to Gloria while in the emergency room; only Esther Valentine

A short while after, once learning that Jeffrey was still alive (with help from Sharon Abbott (Sharon Case

), Gloria went to the Chancellor Estate to apologize to Jeffrey in person. However, before he came downstairs, Jill implied to Gloria that Jeffrey had confessed everything to her about the poisonous face cream; in reality, all he had made was a vague reference to Gloria's scheming history. Jill's prodding was enough, however, to convince Gloria that Jeffrey had betrayed her. For his part, Jeffrey did not play into Jill's hands in a similar manner, and instead maintained that he didn't know what either Jill or Gloria were talking about.

The next day, Esther shared the torn-up letter—which she had pieced together after it "fell" out of Jeffrey's pocket—with Katherine. She promptly called on Jeffrey and angrily confronted him about his lingering love for Gloria and the fact that he was "scamming" Jill. Spurred on by Katherine, Jeffrey went to see Gloria, but instead found her in the arms of Alistair Wallingford (who was actually just offering her a hug of consolation).

With all of Gloria's money in hand, Gloria is forced to find another career path. She has a small stint with Lauren at Fenmore's, but this ends in disaster, as Gloria almost burns the building down, leaving a hot iron on while on the phone to Kevin. Lauren publicly fires Gloria, and Jeffrey witnesses this. Jeffrey follows Gloria home, and Gloria is clearly distraught, saying that Jeffrey came over to gloat and that she has nothing. He says nothing but walks over to her and kisses her passionately. Gloria kisses back, but then pulls away, saying, "You slept with Jill, didn't you?" Jeffrey's only response is, "Ah, well." Gloria slaps, him at which time a heated argument ensues, resulting in Jeffrey and Gloria making love. After they make love, they discuss going to the Genoa City Athletic Club for a bite to eat, but Gloria discovers on Jeffrey's passport that he has been to the Cayman Islands. She accuses Jeffrey of stealing her diamonds, and Jeffrey says that he is through with her and leaves.

Gloria then gets a job as a receptionist at Jabot, and Jeffrey visits Jill and teases Gloria. Gloria sees Jeffrey and Jill kissing. Jeffrey is embarrassed by this and tells Jill that it shouldn't have happened and that he slept with Gloria but claims he is not sorry. Jill responds, "Oh, you will be!"

After this, Jeffrey follows Gloria around on her errands, collecting coffee. After work, he follows her to Indigo, where he begs her for another chance. He tells her that the night they spent together was the greatest night of his life. She responds, "All that means is that I am great in the sack!" Jeffrey replies, "There is that, but I'm saying that I love you." Gloria asks him to repeat this, so Jeffrey tells her he loves her and they kiss. Jill walks in and sees them.

After this, Jeffrey calls Gloria and tells her to come and see him immediately. Gloria is suspicious of this, thinking that Jeffrey is playing games with her again. When she arrives at the GCAC, he asks her to go to Vegas and marry him. The ceremony is performed by Little Richard

, though Gloria believes him to be an impersonator. Within a few short days, Jeffrey and Gloria are husband and wife again, but their wedding celebrations are cut short when Gloria sees David in Vegas. Suspcious, the happy couple heads back to Genoa City to talk to Nikki. Following this, Jeffrey finally admits that he took the diamonds and returns them to Gloria. He tells her that he is the reason she is living in the pool house and that he loved her even then.

Next, Gloria and Jeffrey set their minds to acquiring all the shares in Jabot; they enlist Michael's help to set up a dummy corporation. Michael agrees to help on the proviso that Jeffrey hands over the face cream. Jeffrey goes to the GCAC to retrieve the cream but claims that it has vanished. He believes that Kyon may have taken it by mistake. Jeffrey goes to Korea to track down the cream, but he returns with a claim that he could not find it; it is then revealed to the viewers, however, that he does indeed have the cream in his briefcase.

Jeffrey and Gloria dedicate the next few months to taking over Jabot. Gloria's ex-husband River arrives in Genoa City, shaking up their marriage and causing Jeffrey to become jealous. In a rage of envy, he reports River to the authorities and says that Gloria is to have nothing further to do with the man. Gloria ignores him, helping River with his daughter Eden; when Jeffrey finds out, he tells her that their relationship is over.

Jeffrey returns after a couple of weeks, and he and Gloria make love. However, he informs her that he still has the face cream and has written a letter that he will send to the authorities if she ever crosses him. He then sees a photo of Gloria and River in her handbag and tears it up. He informs Gloria that their marriage is nothing more than a business arrangement. Gloria refuses to accept this, telling him that she loves him and only him; Jeffrey, however, doesn't believe her because of the photo. Gloria tells him that it was the only photo she had with both Michael and his father in it and that she was going to give it to Michael.

At the reading of Katherine's will (the entire town was under the mistaken belief at this point that Katherine was dead), it was revealed that she had left 5% of her Jabot stock to Gloria; Gloria and Jeffrey then planned to take over Jabot along with Jack Abbott.

Gloria and Jeffrey remain close, and he was even her date to the grand opening of her nightclub, Gloworm, in August 2010.

Departure

On April 20, 2011, Jeffrey returns. He and Gloria visit Chloe Mitchell

agree to visit the bank and track down how much money he has gambled. However, they soon find out that the money he has gambled cannot be tracked. Gloria is now flat broke thanks to Jeffrey.
