Javier was raised in Santo Domingo, Dominican Republic, were he trained boxing with his older brother Jonathon Alexander Fortuna.

Amateur career

Fortuna was a member of the Dominican National Team. During he's amateur career he won a Pan American silver medal and a gold medal at Dominican National Championships.
