James Livingston, 1st Earl of Newburgh (1622–1670) was a Scottish

He succeeded his father as 2nd Baronet, styled "of Kinnaird", in 1628, and in 1647, as Sir James Livingston of Kinnaird, 2nd Baronet, was created Viscount of Newburgh in the Peerage of Scotland
with remainder to the heirs male of his body. In 1660 he was further created Earl of Newburgh, Viscount of Kynnaird and Lord Livingston with remainder to his heirs whatsoever. He served as Member of Parliament for Cirencester
He married Catherine Howard, daughter of Theophilus Howard, 2nd Earl of Suffolk
.
He was buried on 6 September 1670, and was succeeded by his only son Charles Livingston, 2nd Earl of Newburgh (c. 1664–1755).
