Work was to begin on the western section of the beltway in 1999, but was stopped by a lawsuit. When the lawsuit was resolved NCDOT then announced work would start in 2006. However, in March 2005 NCDOT postponed construction until at least 2012 due to budget shortfalls. Money planned for the western section was instead to be used to start construction on the eastern section (Future I-74

A second lawsuit, however, delayed the road further. A federal district judge in May 2010 dismissed the cases accusing an updated environmental study of ignoring global warming
