Near the end of World War Two, a member of the German underground, Martin Richter, escapes from the Dachau concentration camp and takes shelter at Hotel Berlin, where he meets Lisa Dorn, a sleek actress involved with General von Dahnwitz, who is also trying to leave Germany. The hotel is a hotbed of Nazis, refugees, spies and ordinary Germans

 trying to survive inevitable defeat without getting too involved.

It has aspects of Allied post-war propaganda, in that Allied leaders are praised at the conclusion and one of the more memorable lines is "A Nazi never changes." At the conclusion of the film, several Nazis are planning escape to South America
