occurred on the 4th May 2000, following the council's reconstitution as a unitary authority
in 1998; following Herefordshire separation from the short lived administrative county
of Hereford and Worcester
formed by a merger of Herefordshire
and Worcestershire

Elections were held for all of the new authorities 58 seats and resulted in the council passing into "no overall control" with the Liberal Democrats
