From 1984 until 1987 Pamboukis worked as a researcher at the Paris II University's Centre de Recherches de droit international. Between 1987 and 1988, he worked as a Greek Supreme Court attorney with the Coudert-Freres (Paris) international law firm. From 1990 Haris Pamboukis started his own law firm with a number of partners.

Haris Pamboukis started his political career ib 1996–1997, as a Special Advisor to the Alternate Foreign Minister. From 1999 until 2000 Haris Pamboukis was Secretary General for the Administration and Organisation at the Foreign Ministry.
