Estyn is the education and training inspectorate for Wales. Its name comes from the Welsh language

 verb meaning "to extend". Its mission is to achieve excellence for all in learning in Wales by providing an independent, high quality inspection and advice service to the Welsh Assembly Government and the citizens of Wales.

It is independent from, but funded by the Welsh Assembly Government (section 104 of the Government of Wales Act 1998). Her Majesty's Chief Inspector of Education and Training in Wales(HMCI)and her staff are crown and civil servants.

The purpose of Estyn is to inspect quality and standards in education and training providers across Wales, namely:
  • nursery schools and settings that are maintained by, or receive funding from, local authorities;
  • primary schools;
  • secondary schools;
  • special schools;
  • pupil referral units;
  • independent schools;
  • further education;
  • adult community learning;
  • youth support services;
  • youth and community work training;
  • local authority education services for children and young people;
  • teacher education and training;
  • work-based learning;
  • careers companies; and
  • offender learning.


Mrs Ann Keane was appointed as Her Majesty's Chief Inspector of Education and Training in Wales (HMCI), on 10 June 2010.

The Estyn Executive Board consists of HMCI and two Strategic Directors, Mr Simon Brown HMI and Mr Meilyr Rowlands HMI. Six Assistant Directors manage the strategic and operational delivery of Estyn's core business.

Estyn's Strategic Objectives are:
  • Providing public accountability to service users on the quality of education and training provision in Wales;
  • Informing the development of national policy by the Welsh Assembly Government Ministers and officials; and
  • Promoting the spread of best practice in the delivery of education and training in Wales.


Estyn's head office is in Cardiff.
