Kiser originally was a city commissioner for five years before being elected mayor in 2002. Kiser was one of the first full time mayors of the city as the city manager runs the city. Kiser pushed for many developments within the city including a new Wal-Mart

Kiser collapsed on April 22, 2009 while working at city hall. He was rushed to hospital where he later died on May 23, 2009. He had a history of heart problems. His wife died in 2003 and he is survived by his five children.
