On March 20, 1928 Chen Lifu became head of the Kuomindang's Organization Department and set up the espionage unit Diaocha Tongji or Central Bureau of Investigation and Statistics of the Central Executive Committee. One of Chiang's two secret police and espionage bodies, the other being the Military Bureau of Investigation and Statistics was headed by Tai Li from 1929 until his death in 1946.
