Carlos Jarque holds a Bachelor's degree in Actuarial Science, from Anahuac University of Mexico. He then obtained a Graduate Diploma and a Master's Degree from the London School of Economics and Political Science. He also undertook graduate studies in planning and economic policy at the University of Oslo. He holds a Doctorate in Economics from the Australian National University

, and obtained a posdoctorate in Econometrics at Harvard University

. In 2006 he received an Honorary Doctorate from Anahuac University. He has also received the President Benito Juárez Medal, and the Adolf Quetelet Medal.

From 1989 to 1999, he was President of the National Institute of Statistics, Geography and Informatics (INEGI) of Mexico, which is in charge of statistical and geographic information, as well as the development of information technology and land titling

. During his mandate, he led the modernization of the Geographical and Statistical Information System of Mexico, and directed eight national censuses (economic, agricultural, population and housing). He was also in charge of the information technology transition of the year 2000. From 1995 to 2000, he was Secretary of the National Development Plan of Mexico, which constituted the Government Program of President Ernesto Zedillo

President Zedillo appointed him Secretary (Minister) of Social Development of Mexico, position in which he remained until the end of the Zedillo administration in December 2000.

From January 2001 to December 2005, he was Manager of the Sustainable Development Department of the Inter-American Development Bank

Carlos M. Jarque is the author of over a hundred academic articles on economics, social development, planning and technology. According to a CIDE study, he is the most frequently quoted Mexican economist in international professional journals.
