In the provincial election of 2003
, Mauro was elected as a Liberal in Thunder Bay—Atikokan (replacing former party leader Lyn McLeod
, who did not seek re-election). He defeated his nearest opponent, New Democrat John Rafferty, by over 11,000 votes.
On October 23, 2003, Mauro was appointed parliamentary assistant to Rick Bartolucci
, Ontario's Minister of Northern Development and Mines. In 2004, he announced that the provincial government would be spending almost $1 million to improve Thunder Bay's transportation service. He is also known to favour a return of the spring bear hunt.

, Mauro was re-elected by a dramatically reduced margin of just 50 votes over Rafferty.

In addition, he was a member of the Small Business Agency of Ontario; Health and Social Services Cabinet Committee; and the Energy Conservation Action Team.
