AVCIS has national responsibility for vehicle cloning (copying another vehicle's registration plate to avoid detection) and detecting fraudulent use of stolen vehicle registration documents. It has called for more secure methods of vehicle identification and "theft resistant" number plates in addition to fitting its own vehicles with the first such number plates in the United Kingdom.

AVCIS works with multiple other agencies and private companies. In 2009, it formed Operation Semita in collaboration with TRACKER
