 politician of Lebanese descent, he occupied positions as city Councilor and later of Mayor of Guayaquil (1962-1963, 1968-1970). He was elected a Deputy for the province of Guayaquil and was later appointed President of the National Assembly of Ecuador.

After running into a conflict with the leadership of his political party he created the populist CFP (Concentración de Fuerzas Populares) party in alliance with Carlos Guevara Moreno. CFP was later to carry the campaign that elected Jaime Roldós Aguilera

Private Life

He married Olfa Perpetua Záccida in 1948 when she was sixteen years old and fathered eight children Omar (deceased), Olfa, Avicena, Averroes, Jorge, Cecilia, Juan y Teresa Bucaram Záccida. He was an uncle of Marta Bucaram, wife of Jaime Roldós Aguilera.

He is also remembered for being the first Mayor in the history of Ecuador to use a Municipal Police force to beat up university students that protested a coup d'état.
