The film's title supposedly refers to a legal loophole which states that unless his illness/injury is related to military service, a veteran is not eligible for VA hospital benefits. While in the hospital patients are "turfed" or sent to another unit of the hospital to be able to screw up the bureaucracy in which the way our VA benefits work.See also
