History

Chum Saeng is an old district of Nakhon Sawan. The government separated some part of Mueang district

 to establish Tambon Koei Chai. In 1903, the Interior ministry upgraded the tambon to be Amphoe Phan Lan, named after the central tambon. A few years later, the name was changed back to Koei Chai again. The district office was moved to the west bank of the Nan River
