Albtelecom SH. a. was founded on 5 February 1992 as Albania
's state telecommunications company, having previously existed as a government office tracing its history back to 1912. It is the largest fixed line telephone company in the country, currently covering around 10 per cent of Albania's 3.2 million population.
It was privatized on 1 October 2007 (following a privatization process starting in 2000), with 76% of its shares sold by the Albanian government to a consortium of two Turkish companies, Calik Holding
and Türk Telekom
, with Calik taking 80% of the consortium's stake.
In March 2008 Albtelecom created mobile telephony company Eagle Mobile
, which gained a 13% market share within a year, with 385,000 subscribers.
ALBtelecom is the telecommunications giant in Albania. The CEO of ALBtelecom is Dr. Orhan Coskun. The company provides service to about 33 percent of over 800 thousand Albanian families and about 7 percent of the 3.6 million Albanians. CT Telecom, which is part of Çalık Enerji Telekomunikasyon, in the tender of 6 May 2005 for privatization of about 76 percent of ALBtelecom shares, offered 120 million Euros, which was the best of all the offers of participating companies. Çalık Holding, at 19 June 2007 after the purchasing agreement’s signing for shares in Tirana, became the owner of 76 percent stake.
ALBtelecom was created in 1912, right after the Independence, and was licensed in 1992 by the Entity of Telecommunication Regulation (ERT) to provide fix telephony and internet. It provides a quality communication of fix telephony, ADSL, Dedicated Internet Access, Dial-up, Intranet, ISDN service, Prepaid Cards etc.
The interconnection infrastructure in its first steps of creation was destroyed during the First World War. New steps of restart were undertaken to create the interconnection after the creation of new Albanian state in year 1920.
The Interconnection Administration of Albanian State was created in year 1922 as part of Ministry of World Labour and became member of International Postal Union and member of International Telecommunication Union. During the leadership of Ahmet Zogu, the interconnection was technically backward and limited network which served mainly for state administration.
The first manual station of 50 numbers capacity was built in year 1936 and served for the local authority connections. The first post telegraph work volume started in year 1939 while the telephone service represented a decent percentage of 1 per cent. Regardless of difficulties in the work till the end of thirtieth because of World War II an automatic station of 1000 numbers was installed in the meantime.
The war consequences were obvious in the telephone communication section such as the damage of a lot of lines. Many telephone lines were rebuilt during the year 1945 and telegraphic postal offices of a pre-war level were reopened in the meantime. The first Post Telecommunication Directory General was created in August 1947 under the management of Ministry of World Labour.
The international telephone interconnection through Tirane-Peshkopi was established in year 1946. Post Telecommunication offices were opened in year 1965 in all city centers of Albania. This was performed through direct telephone interconnection with Tirana of all city centers.
In the beginning of 70-ies, the Post Telecommunication section did another important step which was the establishment of telephone connection with countryside. There was an investment range increase in year 1980 and upcoming years of it extending as such city stations capacities, strengthening and developing the technical basis and hooking up of numerating system equipment’s, which considerably facilitated the telephone communication routes.
The ’90-ies brought new changes in telecommunication field.
In 5 February 1992 Albanian Telecom became as a single company. During the last fifteen years, the fix telephone company invested on network improvably and new services offer. The public telephone service of prepaid cars was established in the beginning of year 1996, whereas a more quality line of Optical Fibers Cable use was established in year 1997 to transmit international traffic. A network maintenance center was created on those years.
The Supervising and Maintenance Network Centre was created for the first time in year 2001 as well as the enlargement of existing capacities with “Alcatel S12” and “Siemens EWSD” technologies.
The year 2004 was an important one in the development and improvement of ALBtelecom Company. The first phase of Invoicing and Care for the Subscriber systems was implemented as well as the central network enlargement of internet and ADSL technology implementation.
In 2005 the Albanian government began the privatization procedures, and after a long period of negotiation requested by the government on 28 September 2008, finishes the ALBtelecom privatization.
With the privatization, ALBtelecom was transferred to the telecommunication Company CT Telecom, part of Çalık Holding (80%) and Turk Telekom (20%). The Company owns 76 per cent of share by CETEL a. s. (Ankara), representing one of the largest companies in Turkey, Çalik Group owning 80 per cent and Turk Telekom owning 20 per cent. The remained share of 24 per cent is owned by Albanian government and other shareholders.
ALBtelecom owns 100 per cent of Eagle Mobile share, the third mobile operator in Albania, as part of company privatization package. Within a short time and with an investment of 100 million Euros, Eagle Mobile has got an important place in the mobile telephony market through competitive prices and very good quality.
ALBtelecom has as its main priority the customer care and application of technology innovations. The company is now characterized by a new and dynamic structure, focusing the client, to provide a quality service, as well as the application of reasonable prices.
Through the service, called the Albanian Internet Exchange Point (AIXP), ALBtelecom is the first and the only in the region which enables a faster and cheaper internet. The application of this technology opens the way of Albania toward digitalization and application of latest services.

Besides it`s economical activities, the company has given an will give an important attention to the work and projects through concrete projects in support of educational system in Albania. Considering the complete and rinovated infrastructure, technical capacities, human resources and concrete investement plans, ALBtelecom is the only company, which can perform in a short and full time, the “Albania in digital age” governmental project.
ALBtelecom is currently investing to develop a new concept of shops all around albania. Up to now, the reconstruction of at least seven existing shops has finished, in adaption with the new concept, and 3 new shops are opendd in the capital city as well. ALBtelecom will have at disposal 16 new shops till the end of first half of year 2011, equipped with a new and modern concept, which will improve the quality service toward the clients all around Albania, relying on our vision “The client is our king”.
Actually, ALBtelecom has a dominating position in the fix telecommunication network, especially in the national and international network.
