History

ADHOC was originally formed in 1991 by two prisoners who had previously been detained for peacefully promoting human rights. Their first office was in a Buddhist

. They began operating immediately and with donations grew rapidly. By 1992, ADHOC had expanded its support for victims of human rights violations, was actively reminding the government of democratic duties, and was officially registered with the Cambodian Government.
