 discovered on October 29, 1984 by E. Bowell at Flagstaff (AM).

Named in honor of Brian Manning, British amateur cometary astrometrist,
whose numerous contributions to the IAU Circulars and Minor Planet Circulars,
as well as to the astrometric campaigns of International Halley Watch, have
been consistently timely and of the highest accuracy. Name suggested by
D. K. Yeomans and B. G. Marsden, the citation being prepared by the latter.
